Vicks Vapor Rub on a baby?

Can i use vicks vapor rub on my 6 month olds back to help him breath? I would'nt put it where he can reach it but he is so congested. I have baby vicks but it doesnt seem to be as effective. Is there anything else I can do for his runny nose and cough. He has seen the Dr ( before you even go there) but with his age they dont really do too much since he doesnt have fever or anything. Thanks for your help.
